Position Purpose:

The Director of Prevention Services is responsible for providing leadership and direction to the Prevention Services Department in St. Louis.  The position holds primary accountability for assuring integrated, innovative programing aimed at reducing new HIV infections, providing education, targeted testing for at-risk populations, and effectively linking clients to appropriate clinical services, including HIV, Hepatitis C, and STI care, and Pre-Exposure Prophylaxis (PrEP).    Additional responsibilities include development and administration of high quality programing for at-risk populations, program evaluation, grant development and management, budget oversight, and performance management, as well as community relations and partner collaborations.  The Director works collaboratively with other ARCW staff to promote ARCW’s mission and vision, and our integrated care delivery system – the HIV Medical Home.

Scope of Responsibilities

The AIDS Resource Center of Wisconsin (ARCW) is one of the nation’s largest providers of HIV prevention, care and treatment services with a budget approaching $100 million and more than 225 employees.  The unique, nationally recognized ARCW HIV Medical Home model of care assures that everyone with HIV has access to medical, dental, mental health and social services and provides the best opportunity for patients to achieve high quality health outcomes.  ARCW also provides aggressive HIV preventions services to gay men, injection drug users and others at the highest risk for HIV infection.

ARCW operates in the states of Wisconsin and Colorado, embraces a Market Culture to increase access to care, enhance quality outcomes and achieve and surpass financial performance expectations and has an aggressive plan to expand into additional states.

Special Note: 

Saint Louis Effort for AIDS (EFA) and the AIDS Resource Center are merging to enhance and expand HIV prevention, care and treatment programs and services. People with HIV in St. Louis will now have access to an HIV Medical Home which will expand and integrate health and social services in one location to help them live long, healthy lives. This successful approach leads to the best outcomes for people with HIV and positions us to be a strong, financially-stable leader in the fight against AIDS.

Additionally, we will now offer enhanced prevention services to help at-risk individuals remain HIV-negative, including testing and treatment for sexually-transmitted infections (STIs) and PrEP (pre-exposure prophylaxis).

Position Responsibilities

1.  Provide direction and oversight for the operations of the Prevention Department to ensure innovative and effective programs which comply with ARCW’s mission and vision, strategic plan and all service delivery standards.  Assure that all prevention interventions and activities are consistent with federal, state and local regulations and funders’ requirements.

2.  Provide direction for Prevention Services programs including staff supervision, budget management, and contract management.

3.  Develop, implement and direct effective HIV prevention programs targeting populations at highest risk for HIV, including gay men, IDU, and women and youth at risk for infection in accordance with behavioral and epidemiological research and findings and best practices.  

4.  Implement and monitor prevention objectives and standards to achieve greater quality and assure alignment and consistency in service delivery and productivity with ARCW prevention programs nationwide.  Ensure staff accountability for successful attainment of program goals and objectives.

5.  Implement ARCW of policies and procedures for all prevention programs to optimize efficiency and promote effective service operation.

6.  Integrate all appropriate aspects of prevention services and initiatives into the operations of the ARCW Medical Center to assure successful linkage to clinical services, including HIV care and PrEP.

7.  Prepare and manage the annual budget for Prevention Services programs and activities, assuring that ARCW maximizes available revenue from all public and private sources, and that programs operate within set financial parameters.

8.  Assure timely submission of program work plans, CQI efforts, program evaluation, and productivity reports in compliance with contract requirements and/or internal administrative needs.

9.  Develop and enhance collaborations with community service providers, State HIV/AIDS Program staff, national prevention efforts, funders, and other relevant entities to ensure access to prevention education and counseling, testing, outreach and other prevention services.

10.  Serve as a member of ARCW’s senior management team.  Participate in government relations and fund development initiatives as required, and attend ARCW events.  Serve as an ARCW spokesperson, as requested by the Public Relations staff, for media, public relations and in other community settings.

11.  Any and all other duties as assigned by the Vice President of Operations – St. Louis.

Required Qualifications

Valid State Driver’s License    

Access to a reliable insured vehicle           

Has an Insurable Driving Record      

Ability to type along with a working knowledge of the following software/systems:  MS Office

Additional Qualifications

Baccalaureate or post-graduate degree in public health, health education, social work, human services or related field from an accredited college or university. Master’s degree preferred.

Knowledge of HIV/AIDS and experience in Prevention or public health programing.

Demonstrated experience in administration, and personnel and fiscal management, preferably in a non-profit, market-focused environment.

Thorough understanding of program development, operations and evaluation.

Excellent written and verbal communication skills, including ability to effectively use those skills in formal and informal situations.

Strong organizational skills and ability to manage multiple tasks.

Willingness to travel throughout the service area.
